Can I connect Bluetooth speakers to a smart Samsung tv?

You will need a BT transmitter that has the right input connection for your TV (usually optical audio).

Most transmitters will only pair with a single mono speaker or a matched set of stereo speakers with one BT receiver for both.
You can use a BT transmitter like this one
http://www.avantree.com/product-bluetooth-audio-transmitter-avantree-priva-1039.html
which will pair with two BT speakers but you will get mono through each not left and right stereo.
