My TV has VGA and HDMI ports and all of them are not functioning. Can I use a USB to HDMI converter to connect the chromecast on to the TV through the TV's USB port?

No, the Chromecast requires a HDMI port.

You could buy an HDMI to Component video-audio active converter to connect the Chromecast to the TV. If the TV only has composite video input then a converter would work but you would not get HD. Maybe time for a new TV?
