Can I find my lost android phone over the internet?

i need to locate my android phone online but my phone might be turned off

1. Call the police and file a report.

2. Install Lookout Plan B; it installs to your phone over the net and will send you emails with location information. https://play.google.com/store/search?q=plan+b

3. Call the carrier and have your SIM disabled so your phone can't be used.

If your phones off you might be out of luck.
