Can i get a phone number without the bills?

i dont have a number on my phone, it says "unknown", and i have never had a phone number before so i don't have anything to transfer, is there a way to get a phone number without paying for bills or anything like that? it bothers me to always use someone elses number to verify things

(all i want is the actual number, i don't really care about it getting activated or anything)

I used the text+ app and it assigns you a phone number.
