The Radeon m430 should be able to play GTA on low settings (see link below). However, I recommend you upgrade the RAM from 4GB to 8GB. Very little RAM means that Windows will be swapping data back and forth to the hard drive when it runs out of memory which can cause performance issues since read and writing to / from the hard drive is slow. Also, lack of RAM can cause the game to crash or the laptop to freeze. For example, back when the Sims 3 was popular a friend of mine was complaining that the game would crash or the laptop would freeze which meant she lost hours of gameplay. After I told her to upgrade her RAM from 4GB to 8GB, the problem basically stopped.
