Can I play LOL with this specs?

Hi, I'm have been looking for a laptop that can play LOL and Minecraft with stable 60 fps (low settings).
And I found this computer, here are the specs:
- 4GB Ram DDR3
- Intel i5 4210U
- Intel HD Graphics
So, can I play LOL and Minecraft on this laptop with stable 60 FPS (low settings)?
