Can I rant about Toshiba Laptop and Service?

I am currently having a bad experience with a specially ordered Toshiba laptop, and I wonder if this is correct forum to rant about my dissatisfaction. If I am in the correct forum, please let me know, and then I can explain what happened. Thanks.

Sorry, but I should have written "dissatisfaction" with Toshiba and its Service.
