Can I run GTA 5 on my budget laptop

My laptop has
Intel i3 6th generation 1.70ghz processor
4gb ram
Intel hd graphics 4400
Windows 10 pro
So can I run GTA 5 smoothly and how ??
When I play it sometimes lags !!

With those specs it will have experience ruining stuttering and fps drops. Upgrading ram will help but the cpu and GPU are still to slow to provide a good experience with gta v.
