I bought a plug in for photo story & downloaded it on desktop pc ,Do I haqve to buy it again to put it on my laptop?

Probably, but that's not always the case. Read the license agreement to see what it allows you to do under the terms of the license.

Usually programs have to be installed on a PC/laptop instead of being just sent or copied over onto a different system.
