Depends on how powerful the amp is. Also, depending on the qaulity of the power supply and amp, you may find that you get a lot of noise.

Again, depends on the power of the amp. I'd take the amp's power rating then add 50%, maybe double it.

as per my vision a car amplifier needs max 7 to 10 amps and it will work at 30 amps

The power supply should have at least the current rating of the 12v fuse of the amp (not the speaker fuses).
If the supply is not enough the output power will be reduced. The power supply should shut down if you tried to draw more than 30a.
