My laptop has no Operating system can I connect my phone to laptop for an internet connection to download win 8.1 for laptop.

You wouldn't want to download it to a phone on cost grounds and it would be too big if you did it that way.

Ask a friend to do it on their PC then ask them to use a programme named Rufus to make a thumb drive/memory stick into a bootable system that can start your laptop and install Windows. Buy a Product Key first because you can usually save some money by not getting it from the MS site. They wanted $119 last time I looked and that's more than some genuine sellers charge.

Don't buy cheap because cheap is usually fake.
