Can iphones be set up without internet or wifi

At this time I have no internet or WiFi available but need to set up new iPhone. Can this be done?

Yes indeed they can, when setting up the iPhone it will give you the option to connect to the wifi. If you don't have access to it should say something like set up iPhone without wifi. Click that and it will allow you to setup the phone in iTunes. I jailbreak and unlock iPhones for my friends and I so i got some experience with it.
