I want to get an HP Stream 13 and I also want to play Rumble Fighter on it. Is it compatible?

Yeah, the Celeron N3050 is not really capable of playing games. I mean it is possible, but you are going to have to likely play using the lowest settings to get mediocre performance at best.

I recommend the following Acer Aspire ES 15 laptop for $300 (probably $100 more than the HP Stream 13) if you want to play some non-graphically demanding games. The Core i3-6100u (2.3GHz) and it's Intel HD 520 graphics core are adequate enough to play many "low end" games. It is much more powerful than the Celeron N3050, though the Intel HD 520 is weak compared to a dedicated GPU.

As an example of the Intel HD 520 gaming potential, last year I setup Skyrim on a friend's laptop which has a Core i5-4200u (2.8GHz max speed) and an Intel HD 4400 which is 2 generations older than the Core i3-6100u. Disabling shadows in the SkyrimPref.ini file, using a mix of low and medium graphic settings, I was able to get an average of at least 35 FPS most of the time at 1600x900 resolution. Dropping down to 1366x768 resolution, I think performance improved to around an average of 45 FPS most of the time. The Intel HD 520 is probably about 30% more powerful than the Intel HD 4400 on average, but actual performance increase varies depending on the specific game.
