For what it is the Intel HD 4400's performance is actually pretty decent especially since as recent as 2011 Intel has all but ignored graphics performance in games. Yes, AMD's integrated graphics core can perform better (depending on the Radoen model #), but they have been focused on graphics performance far longer than Intel. Especially considering that AMD acquired ATI back in 2006 (if I remember correctly).
Can the Intel HD 4400 be used to play games? Yes.
Will it meet your expectations? Maybe, but only if you have low expectations especially for the more graphically demanding games.
