Can you load money to your google wallet using a pre-paid card?

Trying to send money to a friend's email. Can I get a pre-paid card, put cash on it, then load it to Google Wallet?

You can buy "Google Play Gift Card", either online or at a brick store.
Same for prepaid debit cards - buy a card, activate it, send details to your friend to load into his wallet.
