We can't give it to you but the company you signed up with to provide a service. They can only issue the Personal Unlock Key if the account is fully paid up to date and usually, they don't give it to you.

They will, however, hand it over to the new Service Provider if all the contract terms have been met.

It's the key to free a mobile telephone from its contract with a company so you can change suppliers. You have to clear any uppaid debt to that company before they'll issue that key.
