Can't Change the Core Voltage Offset on laptop

My laptop keeps heating up and then the thermal throttling would start to happen. I went around youtube to search for answers and so I downloaded XTU but then as I was following the guide, I noticed that the "Core Voltage Offset" was greyed out meaning I couldn't change it. I looked for answers but no one seems to have the problem but me. I tried lowering the process core ratio from 3.5 GHz to 3 GHz but it doesn't seem to have any effect as it still thermal throttles.

Btw I'm using i7-7820HQ CPU
Also, I use a MacBook Pro 15" 2017 but I use the windows version since It's better in my opinion :v Don't ask why
