Question Can't disable HP secure boot

When I disable the secure boot option in bios and save the changes,
after restarting the PC it marked again as I never disabled it.

I added an admin password to get into the bios, hoping that would fix the problem, but that failed too.

What am I missing?

which HP model is it?

clock is set correctly? might be a drained CMOS battery
