Can't insert JPG file

Can't insert jpg file into body of message. Get a symbol instead.. Is this a OE or some other software causing this problem.?

I'm sorry, but where are you trying to inset the file into?

As stated in my post i'm trying to insert a jpg into the body of an email message using OE 6.0.
