Can't make my settings page smaller

I got a new Acer Aspire One D257-1814. I am trying to change the internet settings and the window is too long for the screen. I can't make the window short enough to press the apply button on the bottom. How can I fix that?

Change the resolution on your screen.
Often, a developer will (stupidly) make a particular dialog box non-resizeable. And there isn't a way to change that apart from rewriting the code that displays that box.

Also, ALT + Space then M will allow you to move the box around via the keyboard.
