Can't reset tablet

I reset my winpad 2 tablet and deleted the old windows now i cant reset the winpad again. It just says no changes were made to your system

Installed some applications that has occupied space, the phone is frezing the application wont uninstal

use the microsoft media creation tool and create a USB boot drive
try booting via USB and install windows
