Cant see new hard drive in my computer

I just installed a new hard drive and I got the message that the device is ready to use on startup and its shows in bios and device manager but when I open my computer its not there. Is there a easy way to access it to format or do I need to use my win 7 disc to get it to show up.

open disk management and format, assign a drive letter.
