Can't Shutdown my laptop

I can't shutdown my Toshiba Satellite.Every time i try to shutdown the laptop restarts i installed OS (Windows 7) still the problem continues. I am forced to shutdown my laptop by holding power button. I know its bad for laptop but I have no other way
