caps lock blinking

am using HP Pavilion 15 Notebook PC 15-e000sia. when i put it on, sometimes at start screen it will be blank and now the caps lock light is blinking, what should i do because is just three weeks i bought it.

That's a bad sign, i bought a brand new HP laptop once and it never booted once but just flashed the caps lock light...Here's an HP page that will let you diagnose the problem according to the flashes:
