Question Champmanager lagging on laptop

Hi there hoping someone can help I'm pretty much at the giving up stage with this one. The game in question is Championship Manager 99/00. I have run this game before on the same laptop but now it gradually lags more and more making the game unplayable. The only way to stop the lagging is pressing Ctrl alt del and it sparks into life again only to end up lagging again.
When first starting up the game processes very fast but I'm bemused why it ends up like this?
I play the game in compatibility mode, disable all my anti virus and have high performance initiated.
Any help or info on this is much appreciated,I know it's an old game but it's one I love to play.

Sorry I should've included that.
It's a Sony Vaio PCG 7171M running on windows vista service pack 2 with 4GB RAM. 64 bit operating system,2.10 GHz.

Quite old but well capable of playing a game like CM99/00 I would have thought?

What I have noticed is when the game is running fine it's using 50% CPU but when it stutters/freezes processing games the CPU is at 0.

that mean the cpu is waiting for something else. like hdd or ram

Is there a way to stop it happening,apart from buying a new laptop?
