Charging problems. Lower voltage output from addaptor????

Charging problems
My laptop stoped charging, I ordered a new battery.The laptop came back on but still didn't charge. That battery has now run down. I've tested the adaptor with a multimeter and it was reading between 11v and 8v. Would this be enough for the laptop not to charge and time for a new adaptor or is it likely to be a fault with the charge port?

Sounds like you need a new charger.
