CHinese or Japanese language virus infiltrated my HP PC Compaq. Cannot remove it.

On Chrome, Windows 8, my PC went all weird yesterday. Now IE gives me Chinese or Japanese language opening screen and Chrome has a weird desktop icon which if I click it gives me a detailed menu in Chinese or Japanese. Cannot open Windows Defender, Malware has expired, AVG Free is downloading. Meanwhile am stuck. Please help, any enlightenment would be appreciated.
