Choosing a laptop to mirror to TV

I need a laptop for projecting movies onto my Samsung 4k Smart Tv by connection with an HMDI cable. It would not be used for travel.
I don't want to play games or do anything other than the above.
Speed would be an advantage but not essential as I only have a budget of $400 CAD.
Am I being realistic?

Why a laptop and not a desktop?
There are a lot of used video cards that handle 4k you can get on the cheap.
My gaming PC doubles as a Home theater sits next to the TV just like the 4K dvd player.

Why use a laptop for this? You can use a cheaper HDMI Android dongle, ROKU, Amazon Firestick, etc.. to play movies on the TV for $100 or less.
Are you looking to play disks or only streaming or computer media files? Need some specifics.

A lot of options, if you are not going to use the system as a laptop, no need to get a laptop.
