Choosing the right GPU

hi guys, i want to build a mid-end gaming with as little cost as possible. i found that these two mid-level graphics card are still hot in the market with cheap prices.
The GTX 750 Ti, it is a Maxwell GPU with a clock of around 1000 MHz, 2Gigs of GDDR5 RAM, and 60 Watt thermal design power.
and the GT 1030, A Pascal GPU with a clock of 1400 MHz, also 2Gigs of GDDR5 RAM, and 30 watt thermal design power, also it has 5-7 less fps as i see on benchmarks.
the problem is the PSU. i don't have extra budget to buy a new PSU. the only PSU i can have for free is the Simbadda SZ-430WP 430Watt with an amperage of 20 and voltage of 12V maximum. (you can see the complete specs on google) it may can run both GPU i don't know. but i had trouble finding the perfect GTX 750 Ti below 75 Watts of TDP, most of them are OCed. i can only find MSI 2GB GTX 750 Ti that does not require any power pins. do the ZOTAC 2GB Edition require extra power pins? the PC will had an i5-2500, 72k RPM HDD, DVD-RW Drive, 2x4GB DDR3 and 2x2GB DDR3. Will it run? Thanks.
