Hello, my name is Devon.
I watch Netflix quite often, but recently, and encountered an issue. While watching a show, my computer will freeze for a half a second, every 2 seconds; even when paused or minimized. And its not just the video, other windows that are open stutter this way as well (my mouse curser stutters as well). I use Flixter desktop for all of my digital copies, which cause the stuttering as well. YouTube works fine, with the exception of YouTube Purchases (eg, Star Wars: The Force Awakens); this leads me to believe that "only Copyrighted content causes the Issue". The day before the Issue started, I updated: Radeon Settings to 17.11.4, and Java version 8 Update 151.

Computer Specs.

OS: Windows 10 Home 64-bit
Graphics Card: AMD R9 380 4GB
CPU: AMD FX 8320 3.5 GHz overclocked to 4.1 GHz
RAM: 16GB

Solutions I have Tried.
Uninstalling "AMD Software" from my programs and features
Uninstalling "Java", because I updated it just before the issue and wanted to be sure.
Doing a PC Reset, (uninstalling and reinstalling Windows, while keeping personal files).

Anything on Netflix
All HD movies/Shows on Flixter Desktop
All HD movies/shows at www.flixstervideo.com
YouTube Purchases such as Star Wars: The Forse Awakens


Things that don't cause the Issue
Watching DVDs using VLC does not cause the Issue
Regular YouTube Videos don't cause the Issue
Computer Games don't cause the Issue
Flixter Desktop movies/shows in SD
All movies/shows in SD at www.flixstervideo.com
