Connecting a PC to a TV

Hello

I have a 2012 Samsung TV with HDMI, SCART, AV connectors.
I want to connect it to a laptop which only has a VGA connector.

I need to mirror the screen so things like DLNA aren't an option.
What is the cheapest solution here?
 
Some sort of VGA to X converter, whichever is cheaper I guess. Giving you no less resolution than your VGA's capability.

Do you HAVE to have the audio on the TV too? or can you just simply use a pair of powered speakers?
 

Well that makes it more complicated, because VGA is a video-only interface so you must get audio from Toslink or headphone jack.

Am not familiar with scart that's on you.

From where I sit, ideally you can go VGA to Component converter, because it actually comes with separate audio cables, assuming TV has this particular interface. It's a 5-cables thing.

What's your budget for this project anyway before we rack our brains out maybe for nothing?
 

I have Component in my TV, I would like to not spend too much for something I'll use only rarely.
