Question Connecting TV, IPTV box, and laptop to soundbar.

Does the laptop work when connected to external speakers or a headset?
 
I have one of these and it didn't work. I guess I need 2 or 3 in and 2 out, right?
Did you connect to the TV or to the soundbar? Is it your intent to playback video from the laptop to the TV (and then out to the soundbar)?
 
By connecting your multiple devices to it, then it to the TV (and the TV connected to the sound bar).
 
How many INs an OUTs?
One out. From the device to the TV (like connecting a single device otherwise). The TV will provide the pass-through audio to the soundbar.

Ins for how many devices you want to attach (IPTV and laptop).

I received this comment in that product I sent you the link: I guess the reason for the inability to connect may be because your TV is an Arc, which is different from a regular HDMI interface. The HDMI cable connected may require HDMI 2.0 or above to function properly. But our product supports up to HDMI 1.4. What do you think?
