D610 running slow

dell d610 pentium M760 2Ghz runing slow.Bios A06, 2x512 ram. System properties reports 798Mhz. CPU-Z also shows 798Mhz (133x6) does not change when running orthos, should go to 133x15=2Ghz. speed step enabled in set up, have tried dissabling and then reenabling. have reseated cpu and chipset heatblocks with ms2 paste, heatsinks clean and fan running. so no heat issues. what to do next, any advice please.
