Dell 15 7000 Series (7548) is good for the process of Photo and video editing? (if budget is the constraint means)

Laptops are not really suitable for serious photo editing on account of the display which is difficult to profile properly to get a true rendition of colours & shades to ensure that what you see on the screen matches printed output as close as possible.

Much better to get a desktop PC & and a good quality, large monitor. A separate monitor has controls to set up the colour temperature or adjust RGB levels manually, whereas a laptop screen only has brightness control, it has no colour adjustments.
