Dell battery question

How do I charge a Dell laptop battery with out having the charger for the battery

You have to have a charger to charge it.

You buy a new charger for it - - preferably from Dell to be sure there are no compatibility issues and it won't damage the laptop (forums here are littered with posts from people who bought cheap chargers from third-party vendors and regret doing so).
