In general, yes. Very few programs are capable of using more than 4GB of memory. I don't know of any games that can. That leaves the other 4GB for Windows and other programs you run.
It also looks like this laptop supports up to 32GB. So you could upgrade in the future if it ever became an issue.

cause it only comes with one 8gb stick, I'm thinking of buying either two 4gb sticks for dual channel, or two 8gb sticks but there is a big price difference.
It should do fine with 1080p gaming. It's hard to future proof a laptop without spending a lot of money since you can't upgrade much. I think it's gives a pretty decent bang for the buck, but I'm guessing you'll want an upgrade in 2-3 years.. you know, when the 1300 series nvidia cards are released
