Won't let me change plans to balanced or high perfromance!!!! Help please, running so slowly.

Exactly why won't it let you change plans? Is it grayed out? Is there a message that some settings are not available due to policy restrictions? Did this work before? If it did, what happened before it stopped working? Need details.
