A lock sign is on my laptop with a 9 in it tryed everything to get rid of it cant type at all dell latitude e6400

Sounds like your 9 key (one of them) may be stuck. Try turning off the computer and connecting an external keyboard and see if it will allow you to type then. If it does, then you need to see what is causing the key to stick and if the whole attached keyboard would need replacing or not.
