Dell Webcam issues

i"ve downloaded everything yet it insists it is not installed but in the files it is very much installed???

Is this a built in webcam on a laptop? What version of Windows? How long have you had the device? Has this happened before? Has the webcam ever worked? Does it show up in the device manager? What is the error you are getting?
