Desktop Help with .dll errors

The day after CCleaner was installed and run on my computer I started having problems. This was done back in February. Perhaps it is a coincidence, perhaps not. My computer is running Windows 7. My issues are with many programs inside Windows Essentials 2012 (Photo Gallery {Photo Gallery encountered an error loading WLXPhotoViewer.dll and can't start. Error Code: 0x800700c1}, Windows Live Mail {C:\Windows\system32\d3d10_1.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. **As another note, I get this exact same message when I try to open Skype for Business}.

I did run an "sfc" back in February, but unfortunately I don't really know what any of means. I did have a few "errors" like this:

I don't have an original version of Windows 7 to reinstall on my computer, not that I would really know how to do that anyway! Do you have any suggestions of what I can try?

P.S. CCleaner has now been uninstalled from my computer.

So that dll file is probably corrupted.

Thing is - you should have an idea of why it get in that state at first. If there is an infection going on, replacing that file would probably not help.
Random problem may also be an indication on bad ram (my bet is still malware, but HW errors cannot be ruled out either).

When the question above is sorted out, you may just download that dll from the web and replacing it. I'm not sure if you can manage to replace that dll in safe mode, if not you can use a Linux live-cd to do that.
