Do get my old contacts back from my old phone to my new with new number

My old phone is messed up so had to get a new phone with new number how do I get my old contacts to put on my new phone and I don't know if I have them saved are not

If you don't have them saved or synced to say a good account, or on another device, and they are only on the old device, then the only way to get them off of it would be to be able to access the data on that device. Which means it would have to be working, at least to a point. There would be no way to get them if the device they are on is unusable.
