That is also a slow laptop, it may run but it will be on lowest settings. Hopefully you are not looking at that system to purchase, it's not worth buying a cheap laptop unless you use it for basic web browsing, email, documents.

Solution
The HP Flyer would be too weak to play the Sims 4. If you are looking for an inexpensive laptop to play the Sims 4, then consider the following Asus X540LA-SI30205P for $310.

It has a Core i3-5020u with the integated Intel HD 5200 graphics core. It is far more powerful than the HP Flyer (~ $300) and it will easily outclass any laptop laptop with an AMD processor in the $300 - $400 price range.

It uses a 4th generation Core i5-4200u CPU and the Intel HD 4400 which is a bit less powerful than the Intel HD 5200. The laptop I recommended is has a 5th generation Core i3-5020u which is not as powerful as the the 4th gen Core i5-4200u, but it should not be a problem.
