Droid X Owners Consuming 5x as Much Data

Can we start our own cell company/ISP? It seems pretty simple...
1) Consistently gather customers.
2) Refuse to update network infrastructure due to influxes of new customers.
3) Frequently increase rates per customer by fudging charts and fairy tales.
4) Remove features (talking Comcast here... Basic usenet access removed, FilePlanet memberships removed, severe bandwidth capping, etc.) citing #1.
5) Repeat.

Sorry for not knowing this, but does the Droid X currently have Android 2.2? With tethering or hotspot capabilities, I can definitely see users of the phone having a much higher data usage. I can see this being "one" of the reasons Verizon is eliminating an unlimited data option. (I know they are trying to save their profit margins.) But, with some people deciding to fully utilize their phone, those people could definitely gobble bandwidth.
