DV Capture problems (choppy playback)

I am having trouble with captured film footage from a miniDV camcorder. I can see and control the footage on the camcorder using Premiere 6. However, the imported film clips are choppy and dropping frames. I don't have a clue as to what is causing this. The hardware should be able to handle this operation.

I have a system running Win2K, Athon 1.2, 256 RAM, 2 ATA 100 7200rpm hard drives, and a firewire cature capture card.

If anyone can shed some light on why this is happening it would be greatly appreciated. Thank You.

I added a new 7200rpm 60G hd to my system and had similar trouble. Windows had disabled DMA on the drive as a default. After checking DMA in system/device manager and rebooting the problem went away. I hope it is something this simple for you.
