Both dvd/vcr and twc cable box have hdmi connections. how to record from cable box to dvd/vcr.

No it wouldn't.
Your only option would be to use the AV outputs of your cable box (if it has them) and they are active at the same time as the HDMI output.
You could use an HDMI distribution amplifier to split the HDMI output and connect an active HDMI to AV converter to one output and the TV to the other.

Does the dvd/vcr have HDMI in / HDMI out or both? If it only has an output you can't record over hdmi. There is also a possibility that your cable box uses HDCP (DRM for video connections) that will prevent you from recording.
 


 
You can't record from your cable box via HDMI. HDMI has HDCP to prevent recording which is why your DVD/VCR doesn't have an HDMI input.
If the cable box has av connections you can use those to record on the DVD/VCR but in SD only.
