electric shock coming from laptop

My Acer v5 - 573pg laptop is giving out electric shocks near the surface of the keyboard when i connect it to my external monitor via hdmi cable. When i removed the hdmi cable it will then stop giving out electric shocks. Is it possible that my power socket is not properly grounded or there's something wrong with the hdmi port from my laptop?

It could well be that the wall socket that the monitor is connected to is not properly grounded it should be checked as soon as possible.
There will be nothing wrong with the laptop.
