Emerson TV won't fit screen

I have an Emerson LED TV. It won't fit the whole screen.
I want to know if there is a setting where I could force it to stretch and make it fit the whole screen.

amd or nvidia control panel. look for screen scaling.

Yep, if you have an AMD card go into catalyst control center.
Change scaling to 0.
