No, and fail. Programmers can prepare a new development webpage whilst leaving the production webpage intact, then switch them with little or no down time. It's likely that Apple realized they screwed up(non-sheep adults don't like to be told what they can look at), and now they are fixing it. Booting apps out of the store in an unnecessary outage loses revenue that could've been made.
