Factory reset dell inspiron windows 10

I turn the power and press f8 dont get the boot menu up to factory reset.i need help to do so.what can i do to get this process over with?

If you don't see the menu come up you may be hitting F8 too late. What happens when you try to hit F8, does it just boot to Windows skipping the F8 screen?
